Tác động của dữ liệu chính phủ mở đến kiểm soát tham nhũng: bằng chứng thực nghiệm từ các quốc gia trên thế giới

Nghiên cứu này phân tích tác động của dữ liệu chính phủ mở (OGD) đến kiểm soát tham nhũng dựa trên bộ dữ liệu bảng gồm 115 quốc gia giai đoạn 2013–2016. Sử dụng mô hình hiệu ứng cố định theo quốc gia để đảm bảo độ tin cậy của ước lượng, nghiên cứu này kiểm định liệu OGD có góp phần nâng cao kiểm soát tham nhũng và liệu tác động này có khác biệt giữa các quốc gia hay không. Kết quả cho thấy tác động của OGD mang tính điều kiện. Khi xét yếu tố thu nhập, OGD có ảnh hưởng tích cực và có ý nghĩa thống kê đến kiểm soát tham nhũng ở các quốc gia thu nhập thấp và trung bình, trong khi tác động này suy giảm khi mức thu nhập tăng. Kiểm định tính vững với chỉ số minh bạch dữ liệu thay thế cho OGD cho kết quả tương đồng, củng cố tính ổn định của phát hiện chính. Nghiên cứu đóng góp bằng chứng thực nghiệm quy mô toàn cầu về vai trò của dữ liệu mở trong việc cải thiện chất lượng quản trị và hàm ý rằng hiệu quả của cải cách minh bạch phụ thuộc đáng kể vào điều kiện phát triển kinh tế của từng quốc gia.
