Logic thể chế cạnh tranh trong phát triển kinh tế số: Nghiên cứu định tính đa bên liên quan tại Việt Nam

Nghiên cứu xem xét cách các logic thể chế cạnh tranh định hình phát triển kinh tế số tại Việt Nam, một nền kinh tế chuyển đổi có cấu trúc thể chế đặc thù. Dựa trên 32 cuộc phỏng vấn sâu bán cấu trúc với bốn nhóm bên liên quan, gồm nhà hoạch định chính sách trung ương, lãnh đạo chính quyền địa phương, lãnh đạo doanh nghiệp và chuyên gia học thuật, nghiên cứu sử dụng phân tích chủ đề phản tư kết hợp mã hóa suy diễn để nhận diện các logic thể chế và cơ chế tương tác. Kết quả cho thấy bốn logic nổi bật là logic nhà nước, logic thị trường, logic học thuật và logic phát triển. Trong đó, logic phát triển xuất hiện như một logic xuyên nhóm, gắn với bắt kịp công nghệ, phát triển bao trùm và định hướng dài hạn. Đồng thời, nghiên cứu chỉ ra rằng mức độ liên quan đến an ninh quốc gia và lợi ích kinh tế trực tiếp là hai yếu tố bối cảnh định hình tính trung tâm và tính tương thích giữa các logic. Từ đó, bài viết mở rộng góc nhìn logic thể chế vào lĩnh vực kinh tế số trong bối cảnh nền kinh tế chuyển đổi và gợi ý cách thiết kế cơ chế điều phối phù hợp hơn.
