Đề xuất hệ thống chỉ số đánh giá năng lực kết nối vào hệ sinh thái khởi nghiệp đổi mới sáng tạo của các tổ chức sáng tạo, quản lý và chuyển giao tri thức tại Việt Nam

Các tổ chức sáng tạo, quản lý và chuyển giao tri thức, bao gồm viện nghiên cứu, trung tâm chuyển giao công nghệ, sở hữu trí tuệ và đổi mới sáng tạo, đóng vai trò then chốt trong hệ sinh thái khởi nghiệp đổi mới sáng tạo (KNĐMST). Tuy nhiên, hiện chưa có công cụ đánh giá chuyên biệt nào để đo lường năng lực kết nối của các tổ chức này một cách hệ thống. Vì vậy, bài viết đề xuất một hệ thống chỉ số gồm 5 nhóm: (i) năng lực tổ chức; (ii) năng lực hỗ trợ chuyên môn; (ii) mức độ kết nối thực tiễn; (iv) kết quả hoạt động; và (v) tiềm năng phát triển. Hệ thống này được thiết kế dựa trên nền tảng lý thuyết về đổi mới mở và hệ sinh thái mạng, giúp hỗ trợ đánh giá, hoạch định chính sách và nâng cao vai trò của tổ chức trên trong điều phối hệ sinh thái KNĐMST.
